The theory of what passes for leftish thought in the USA is that the government is a tool to be used in protecting the weak and poor.
On the right, the government is a tool to protect success (i.e. the status quo).
For libertarians, the government is a tool that never does a job as well as a market would.
For nominally Christian religious fanatics, the government is a tool that should be used for establishing specific theocratic goals.
And in actual practice, almost all the politicians are influenced more by which corporate interests gave them money and promised them personal benefit in the future.
