Proposal: that in any legislative body, no law may be passed without at least one positive vote from a member of the opposing party.

(Yes, presupposes a two-party system.)

Pro: it's a terrible bill if you can't convince one member of the opposition to vote for it.

Con: gives an effective veto to a party entirely made up of terrible people.

Is "gives an effective veto to a party entirely made up of terrible people" necessarily any worse than "gives an effective dictatorship to a party where a working majority are terrible people"?

I submit that the lesson of the past year is that curmudgeonly delay is less problematic than active acceleration in the wrong direction.
