About every four seconds, during the last 24 hours, something has knocked on my firewall's door and asked if there was anybody home.

Typically they did it 3-4 times and went away.

Botnets are so inefficient.

On the contrary, botnets are maximally efficient in the resources of the people that deploy them. Being more efficient in the resources of the bots, or the targets, would cost the botlords more. If they used a central coordinator, it'd cost them CPU and bandwidth; if they used a distributed system, where the bots managed themselves, it'd cost them programming effort.
