I would really like an alternate credit card number or CSV which when used, signalled to the bank that I don't want the money to go through and that I fully believed that the recipient was engaged in an illegal activity.

Unfortunately I expect that the false positive rate (if deployed widely) would be horrendous.

I carry a credit card for an account I've canceled... And I keep it in front of the stack of cards I use.
